Purpose of Position


Why does the job exist?

The comprehensive job scope of the Hydrologist Advanced requires DOE Oversight Bureau technical staff to implement the statement of work submitted by the NMED to the U.S. DOE. The position independently proposes investigations to monitor environmental conditions at the Los Alamos National Laboratory (LANL), makes decisions about how to conduct environmental investigations, and prepares technical reports of the findings. Staff evaluates facility programs and their impacts to the environment and the public; participates in the evaluation of environmental programs; and facilitates public understanding of operational and environmental issues concerning LANL. Technical staff applies knowledge of the physical sciences to observed conditions in the physical environment and makes determinations that environmental samples collected are properly prepared for laboratory analysis and the returned results are representative of the conditions observed. Technical staff makes determinations if observed conditions are harmful and if DOE operations are protective of human health and the environment. This position demands strong analytical and quality assurance skills to ensure proper deployment of resources to meet the core deliverables of environmental sampling results to the DOE, , tribal entities, and the public.

The HydrologistAdvanced position requires a comprehensive understanding of programmatic and technical knowledge pertaining to public health and environmental standards. The position is responsible for properly administering the Bureau's water monitoring programs and resulting data with goals and initiatives consistent with NMED's mission of providing the highest quality of life throughout the state by promoting a safe, clean, and productive environment. The DOE-OB's monitoring programs directly impact public health and the environment and affect citizens of the state.

Ideal Candidate

1) Independent coordination of multi-media monitoring projects, programs, grants, or events that include the tasks of organizational scheduling or management, budgeting, resource/labor projection, sample/data collection, procurement, technical communication, and public outreach, 2) Experience researching, writing and implementing multi-media data quality objectives (DQOs), sampling and analysis plans (SAPs), and standard operating procedures (SOPs), 3) Two (2) or more years of work experience with multi-constituent (metals, organics, inorganics, and radionuclides), multi-parameter (oxidation-reduction potential, specific conductivity, and dissolved oxygen), and multi-media (water and solid) data sets. Work experience includes reviewing data , assessing data quality and validation, evaluating and comparing results to environmental standards and benchmarks, and preparing and developing data submittals and reports, 4) Experience using, maintaining, and troubleshooting databases for multi-media environmental data and records-tracking, including data entry with electronic data deliverables (EDDs), remote sensing, or statistics, 5) Experience operating, calibrating, maintaining, and troubleshooting/repairing environmental monitoring equipment in the field. Examples of monitoring equipment are groundwater well purging/sample collection systems, automated stormwater collection systems, air monitoring systems, meteorological stations, field parameter multimeters, sondes, and GPS units, 6) Experience with simulation of multi-media natural processes using computer models, geographic information systems (GIS), 7) Two (2) or more years of work experience using Microsoft Office Suite (or other software) to import and export data, sort data, organize and analyze data by creating and utilizing pivot tables, graphs and charts, and create and update forms.

Minimum Qualification

Bachelor's degree in Hydrology, Geology, Chemistry, Environmental Sciences, or Engineering, and five (5) years of experience implementing water regulatory programs, ground water investigation and remediation, and/or hazardous waste management. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must be able to qualify for and attain a Department of Energy (DOE) "L" or "Q" security clearance, including passing random drug testing.

Working Conditions

Work in an office setting, laboratory setting, industrial facility and outdoors to meet sampling schedules. Approximately 75% of work will be conducted in an office or laboratory setting, and 25% will be outdoors. Work is normally conducted five days/week, eight hours/day; however, work outside these hours may be required to conduct sampling or participate in public meetings. Hazardous and radiological training and certification will be required.
