Duties Summary

These positions are located in the United States Department of Agriculture, Agricultural Research Service. The primary duty location for this position is 100% remote and will be confirmed at time of selection. The selectee for this position is not required to report to a government office. However, the option to work in a USDA ARS location is available.
The primary purpose of the position is to provide contracting support for various types of procurement actions.


Responsibilities
  • Develops plans which identify the responsibilities, structure, policies and procedures that will guide an evaluation board.
  • Prepares and reviews requests for proposals, quotes, and invitation for bids to ensure the evaluations are properly conducted and scored and in accordance with the stated evaluation criteria.
  • Clearly expresses issues and ideas and to use and interprets language which contains a wide variety of legal and technical expression.
  • Procures the desired product/service by utilizing the most efficient and economical process, as prescribed in the Federal Acquisition Regulations.

    Qualifications **IMPORTANT INFORMATION CONCERNING OPEN CONTINUOUS ANNOUNCEMENTS**
    • This is an open continuous announcement and will be used to fill vacancies as openings occur.

    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
    Time in grade: Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level.)
    Basic Requirements for the GS-11 and GS-12 level:
    4-year course of study leading to a bachelor's degree with a major in any field;
    OR
    At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
    Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
    Basic Requirements for the GS-13:
    Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
    AND
    A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
    Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
    Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
    AND
    In addition to meeting the basic requirements described above, applicants must also meet additional qualification requirements as stated below.
    Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:
    AT THE GS-11:
    Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience completing contract and procurement actions; and ensuring obligations for expenditures are in compliance with all applicable guidelines.
    OR
    Education: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree, if related. Related degrees may include accounting, business, finance, law, contracts, purchasing, economics, and industrial management.
    OR
    A combination of education and experience as described above.
    AT THE GS-12:
    Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience completing contract and procurement actions; ensuring obligations for expenditures are in compliance with all applicable guidelines; and utilizing acquisitions rules and regulations to coordinate contract negotiation, award, administration or termination.
    AT THE GS-13:
    Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience completing contract and procurement actions; ensuring obligations for expenditures are in compliance with all applicable guidelines; utilizing acquisitions rules and regulations to coordinate contract negotiation, award, administration or termination; and reviewing and approving final contract documentation.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
