Duties Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce under Section 1109 NDAA, 5 USC Sec 9905, to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent performs duties related to investigating the earth's surface and subsurface geologic conditions and assessing the impact of these features on civil, military, or hazardous and toxic and radiological waste (HTRW) projects.


Responsibilities
  • Perform a variety of duties related to engineering geology, hydrogeology, and geophysics.
  • Geologic sampling; site reconnaissance and inspection; document review; geologic mapping; aquifer testing; ground water monitoring; geophysical surveys; install/maintain subsurface instruments; analyses or model of site conditions and field data.
  • Perform or directs project feasibility or constructability studies and/or preparation of plans and specifications for project features relevant to engineering geology
  • Prepare written reports and/or oral presentations on project goals and/or methods, geologic findings, conclusions, and project status.
  • Perform a variety of administrative functions to ensure the quality, cost effectiveness, and timeliness of technical work products.

    • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
    • This position has a Temporary Duty (TDY) or business travel requirement of 90% of the time.
    • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
    • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
    • This position has a requirement to lift up to 60 lbs. in the regular performance of duties.
    • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
    Qualifications Who May Apply: US Citizens
    In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     To qualify at the GS-05:
    A. Degree: Bachelor's degree (or higher degree) in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.

    B. Combination of Education and Experience: Course work as shown in A above, plus appropriate experience or additional education.(Note:Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence. To receive credit for geological experience obtained in positions that are not full-time professional geological positions, the applicant is responsible for indicating clearly the actual time or percentage of time devoted to geologic duties within such positions, and for giving adequate descriptions of the geologic functions.) For example, 6 months of experience as described above and 2 years of undergraduate study leading to a Bachelor's Degree in Geology may be combined to meet this qualification requirement. (You must submit a copy of your transcripts)
    To qualify at the GS-07:
    One year of specialized experience which includes: Experience with soil, rock, or water sampling or geologic mapping or aquifer testing or ground water monitoring or surface and/or downhole geophysical surveys. Experience with computer analyses or conceptual model of geological site conditions. Experience with preparing written reports and oral presentations on project field investigations, goals and/or methods, geologic findings, conclusions, and/or project recommendations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
    OR
    Education: One full year of graduate level education in Geology which demonstrates the knowledge, skills, and abilities necessary to do the work of the position or in a field of study directly related to the position such as geophysics, geochemistry, or hydrology.
    OR
    Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class StandingApplicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; (2) Grade-Point Average (G.P.A.)Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; (3) Honor Society MembershipApplicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. You must submit a copy of your transcripts.
    To qualify at the GS-09:
    Specialized Experience: One year of specialized experience which includes: Experience researching geologic conditions. Experience evaluating geologic effects on proposed design and construction of civil engineering works. Experience performing project feasibility or constructability studies.
    OR
    Education: Master's or equivalent graduate Geology degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as geophysics, geochemistry, or hydrology.
    OR
    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
    To qualify at the GS-11:
    Specialized Experience: One year of specialized experience which includes: Experience with utilizing the fundamental principles of geology to characterize local geologic conditions. Experience evaluating geologic effects on proposed design and construction of civil engineering works such as dams, levees, channels. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
    OR
    Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as geophysics, geochemistry, or hydrology.
    OR
    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. Experience that involved only one phase of geology work, e.g., collecting samples, would not be acceptable as providing the required professional knowledge of the theory and principles of geology. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence. Examples include some positions in geophysics, mining engineering, soils science, physical oceanography, hydrology, climatology, biology, analytic or experimental chemistry, metallurgy, and comparable fields where the normal duties or results of investigations have been extended to the solution of geologic problems by the applicant. Ordinary functions of positions such as seismic, computer, petroleum or mining engineer, mine superintendent, or metallurgist generally are not considered professional geological experience.     Work Environment: This position periodically requires exposure to a wide range of potentially hazardous and/or irritating chemicals and radioactive substances, high noise levels, and operating machinery and equipment. Personal protective equipment (plastic or rubber protective clothing, air purifying respirators, and self-contained breathing apparatus) may be required because of potential exposure and the significant physical stress factors that occur while wearing protective equipment.
    Physical Demands: There is considerable travel via air or land transport, walking, stooping, bending, carrying equipment, and climbing during site visits to obtain information concerning projects to be investigated, designed and/or constructed. When wearing personal protective equipment on site visits, significant heat and cardiopulmonary stresses may be experienced.
