Under administrative direction, plans, organizes, manages, and provides general direction and oversight for all functions, activities, and staff of the Human Resources Division, recruitment and selection, diversity, classification and compensation, policy development and administration, employee relations, employee organization contract negotiations and administration, benefits administration, employee development and records management, provides varied administrative and consultative support to City management on human resources and related matters; performs related work as assigned. SUPERVISION RECEIVED AND EXERCISED Receives administrative direction from the Assistant City Manager. The work provides for a wide variety of independent decision-making, within legal and general policy and regulatory guidelines. Exercises general direction and supervision over supervisory, professional, technical, and administrative support staff through subordinate levels of supervision. EXAMPLE OF DUTIES
This is a manager classification responsible for directing and participating in all activities of the Human Resources Division, including short and long-term planning and development and administration of departmental policies, procedures, and services. Successful performance of the work requires knowledge of public policy, municipal functions and activities, including the role of an elected City Council, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing division planning and operational goals and objectives and for furthering City goals and objectives within general policy guidelines.
MINIMUM QUALIFICATIONS

Assumes full management responsibility for all programs, services, and activities of the Human Resources Division.Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the department; establishes, within City policy, appropriate budget, service, and staffing levels.Manages the development and administration of division budget.Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, projects, service delivery methods, and procedures; assesses and monitors organizational issues and opportunities, workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and makes recommendations to the City Manager.Selects, trains, motivates, and evaluates assigned staff; provides or coordinates staff training; works with employees on performance issues; implements discipline and termination procedures; directs and coordinates the work plan for assigned staff; assigns work activities, projects, and programs; monitors work flow; reviews and evaluates work products, methods, and procedures.Plans, organizes, and manages comprehensive human resources programs, services, and activities, including recruitment and selection, equal employment opportunity programs, benefits administration, job analysis and classification, compensation, performance management, employee and labor relations, labor negotiations, volunteer program, and employee training and development.Prepares and administers new hire orientation documents and assists in completing necessary forms.Represents the City as chief negotiator and directs staff in negotiations during meet-and-confer sessions with various employee organizations; develops bargaining strategies; communicates with and suggests direction to the City Manager and City Council during the meet and confer process; administers the provisions of existing employee agreements; represents the City in matters of concern to unions and associations representing City employees.Develops, recommends, and provides oversight of administration of personnel policies and procedures; advises management, supervisors, and staff in the interpretation and implementation of personnel policies and procedures.Consults with managers regarding disciplinary procedures, adjustment of grievances, work performance and workplace behavior issues, and other personnel actions and processes.Provides highly complex staff assistance to the City Manager; prepares and presents staff reports and other necessary correspondence related to assigned activities and services; presents reports to the City Council and various commissions, committees, and boards.Represents the division to other City departments, elected officials, and outside agencies; explains and interprets departmental programs, policies, and activities; negotiates and resolves significant and controversial issues.Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the fields of human resources and other related fields.Monitors changes in laws, regulations, and technology that may affect City or departmental operations; implements policy and procedural changes as required.Receives, investigates, and responds to difficult and sensitive problems and inquiries in a professional manner; researches information; identifies and reports findings and takes necessary corrective action.Performs other duties as assigned.

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be Equivalent to graduation from an accredited four-year college or university with major coursework in human resources management, business administration, public administration, or a related field and five (5) years of increasingly responsible management and/or administrative experience in human resources, employee and labor relations, and risk management administration. Licenses and Certifications: Possession of, or ability to obtain, a valid California Driver’s License by time of appointment. Physical Demands Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds with the use of proper equipment. Environmental Elements Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
