Departmental Overview
The Berkeley Division of the Academic Senate is vested by the Regents with plenary and advisory roles over multiple aspects of the University's academic and administrative operations; it is the mechanism by which the faculty participate in the shared governance of the institution. It is led by the appointed faculty chair and vice chairpositions that rotate annually. Learn more at https://academic-senate.berkeley.edu/ .
The Senate Analyst will serve as the primary analyst to the Academic Senate Committee on Privilege and Tenure (P&T), which handles faculty grievance cases, disciplinary cases, and early termination cases. This role will advise on a variety of policies, Senate legislation, and issues in support of P&T and other committees of the Academic Senate. The Senate Analyst will report to the Senate's Executive Director and will work closely with the faculty chair of P&T, as well as other faculty and staff.
Responsibilities
Consults on matters before Privilege and Tenure (P&T).
Conducts research and policy analyses for P&T for reaching decisions on grievances filed by Senate faculty members alleging infringement of rights or privileges, disciplinary charges filed against Senate faculty by campus administration, and early termination appeals by faculty members.
Provides confidential advice to the P&T chair and committee members on relevant systemwide and divisional Senate bylaws, provisions of the APM, other relevant policies and procedures, and past practices and precedents of the committee.
Coordinates and attends P&T meetings, pre-hearing conferences, and formal hearings.
Serves as the principal liaison between P&T and relevant systemwide and campus units, such as the Office of the Chancellor, Office of the Executive Vice Chancellor and Provost, Office of the General Counsel, and outside counsel for parties involved in P&T proceedings.
Develops proposals and recommendations to guide and support a broader strategic direction for P&T and other Academic Senate committees.
Performs analysis of policies and issues that are complex in nature.
Conducts post-implementation analysis to determine the need for further enhancements, finer distinctions, and/or additional process/policy components.
Provides administrative support to the Committee on Privilege and Tenure (P&T) and other Senate committees as assigned.
Monitors and analyzes changes in legislation and UC policies for impact on the Campus.
Proposes, leads, and/or participates on policy and planning committees and working groups.
Researches and drafts complex proposals, reports, and briefings.
As a member of the Academic Senate Office team, participates in activities relating to the Senate as a whole, such as Division Meetings.
Assists colleagues by providing backup, cross-training, and other office support as needed.
Participates in professional development activities as assigned or of interest.
Required Qualifications
Exceptional analytical and problem-solving skills, particularly the ability to understand and apply policies, identify issues and alternatives, and recommend appropriate action.
Excellent judgment and keen political acumen in a politically-charged environment.
Ability to use discretion and maintain confidentiality.
Excellent communication and interpersonal skills to communicate effectively with faculty and all levels of staff, both verbally and in writing.
Strong organizational skills and keen attention to detail, including the ability to successfully track multiple items to their conclusion while adhering to deadlines.
Ability to develop positive working relationships with faculty, administrators, staff, and students.
Strong computer skills.
Bachelor's degree in related area and/or equivalent experience/training.
Preferred Qualifications
Knowledge of Academic Senate and Berkeley Division bylaws and regulations, Academic Senate guidelines and procedures, and campus personnel policies (APM).
Salary & Benefits
Annual Salary Range: $60,800$76,000.
This is an exempt, monthly paid position.
