JOB SUMMARY This position is responsible for participating in the repair and maintenance of water system infrastructure. ESSENTIAL FUNCTIONS
Flushes, repairs, and maintains hydrants.
Repairs and maintains valves.
Maintains and repairs water mains.
Maintains service connections.
Locates water and sewer mains.
Responds to and resolves customer service complaints.
Troubleshoots and repairs water leaks.
Operates a variety of construction equipment, including backhoe, vac-truck, dump truck, etc.
Installs water mains, valves, hydrants, curb stops, and meter pits.
Backfills holes in compliance with compaction test requirements.
Cleans and monitors pump station and related equipment.
Operates and maintains wells.
Maintains records and prepares reports.
Performs work in compliance with work safety policies and procedures.
Collects water samples for analysis.
Responds to after-hours emergencies.
Attends required training classes.
Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of water treatment and distribution principles, operations, and equipment.
Knowledge of department and city policies and procedures and federal, state, and local laws and regulations.
Knowledge of water distribution system maintenance principles.
Knowledge of fire hydrant installation and maintenance.
Skill in the interpretation of plans, maps, and specifications.
Skill in the operation and maintenance of a variety of construction equipment.
Skill in the use of hand and power tools.
Skill in planning, organization, and decision making.
Skill in oral and written communication.
SUPERVISORY CONTROLS The Water Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results. GUIDELINES Guidelines include federal and state drinking water regulations, OSHA regulations, and city policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application. COMPLEXITY/SCOPE OF WORK
The work consists of related water infrastructure maintenance and repair duties. Inclement weather and field conditions contribute to the complexity of the position.
The purpose of this position is to maintain and repair water system equipment and infrastructure. Successful performance helps ensure the provision of safe drinking water for all customers.
Contacts are typically with co-workers, representatives of state and federal agencies, vendors, contractors, and the general public.
Contacts are typically to give or exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
The work is typically performed while outdoors and/or in water facilities, intermittently sitting, standing, stooping, walking, bending or crouching. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to machinery with moving parts, contagious or infectious diseases, or irritating chemicals. Work requires the use of personal safety equipment such as masks, goggles, gloves, steel toed boots, hearing protection, hard hat, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY None. MINIMUM QUALIFICATIONS
A high school diploma or GED AND one (1) year of relevant water system operations or closely related experience OR any equivalent combination of experience and/or education from which comparable knowledge, skills, and abilities have been achieved.
Ability to obtain and maintain State of Wyoming Department of Environmental Quality (DEQ) Level 1 Water Treatment and Level I Distribution licenses within one year of employment.
Ability to obtain and maintain State of Wyoming Department of Environmental Quality (DEQ) Level II Water Treatment and Level II Water Distribution licenses within two years of employment.
Ability to obtain a valid State of Wyoming commercial driver’s license with airbrake and tanker endorsements within six months of hire.
May be required to obtain other licenses and/or certifications required to perform the functions of the position within a specified period of time.
May be required to lift and/or carry heavy, bulky supplies, materials, and/or other items weighing up to 75 pounds.
May be exposed to dangerous machinery, potential physical harm, extreme weather conditions, and infectious diseases.
May be required to work outside the traditional work schedule.
May be subject to call-out and/or call-back.
