This position serves as Data Analyst in the Crash and Bulk Data Management branch. Administers federal crash reporting initiatives & cooperative agreement for National Highway Traffic Safety Administration (NHTSA) & the Federal Motor Carrier Safety Administration (FMCSA). Provides supervision and program oversight of the Data Control, Operations Support Help Desk and Fatality Analysis Reporting System (FARS) functions and staff. Position is responsible for the day- to-day FARS implementation and ensures compliance with federal requirements. Provides quality control review and analysis of crash data. Develops & implements outreach & training initiatives designed for the law enforcement community & other stakeholders relating to motor vehicle crash reporting. Requests, reviews & submits required data elements from other sources. This position is responsible for client/server testing in cooperation with IT team for all crash reporting system changes and serves as the project manager for the Electronic Crash Reporting System (ECRS) used by law enforcement agencies using a third-party vendor and the Traffic Records Communication System (TRCS) used by law enforcement agencies using DMV’s in-house solution for the electronic submission of crash reports to DMV. This position is responsible for the analysis of data received from crash reports submitted by law enforcement agencies daily and submits weekly, monthly, and yearly statistical reports to DMV leadership. Works with external analysts, researchers & other stakeholders in monitoring the quality of NC data. This position, along with the Operations Manager position, serves as a data security administrator for the Division, reviewing access to DMV systems through various programs such as Transit Drivers, Crash Web, Vehicle Registration, Driver License, Insurance, and individual and bulk data requests. This position ensures that applicants comply with departmental, state, and federal laws and policies such as the Federal Driver’s Privacy Protection Act (DPPA). Documents and responds to data requests. Attends meetings & participates in DIT requirements gathering sessions. Assists in the annual publication of the Crash Facts book. This position serves as a committee member for the Traffic Records Coordinating Committee and the NC Traffic Records Assessment Team.
The program area for this position includes: IT project management , Operations Management, Crash and Bulk Data Management, National Highway Traffic Safety Administration (NHTSA) & the Federal Motor Carrier Safety Administration (FMCSA), Operations Support Help Desk, and/or Fatality Analysis Reporting System (FARS) .

Knowledge, Skills and Abilities / Competencies

Qualified Applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Knowledge of the principles of research & data analysis and be familiar with computer-based analysis tools, including MS Excel and MS Access, with a demonstrated ability to identify & analyze data issues & present findings clearly & concisely using narrative, extensive spreadsheets, charts and graphs.
  • Demonstrated ability managing initiatives and process improvement, including identifying & analyzing potential problems, recommending a course of action.
  • Demonstrated experience with interpreting and applying laws, policies, procedures, regulations, and statutes.
  • Demonstrated ability to establish & maintain effective working relationships with DMV leadership, industry professionals, law enforcement, and information technology professionals and to express oneself clearly and concisely in oral and written form.
  • Experience in managing and supervising the work of subordinate employees with experience in hiring, recruiting, and training; performance management and performance reviews; and applying human resource policies.

Management Preferences
  • Knowledge of Crash (DMV 349) reports.
  • Records Management experience including Public Records Law and the use of Function Schedules for State Agencies.

Minimum Education and Experience Requirements

Bachelor's degree from an appropriately accredited institution and three (3) years of experience related to the area of assignment; or an equivalent combination of training and experience.
