Job Description

Job Title: Employment Case Manager, Re-entry & Recovery Programs

Location: MassHire Holyoke as home base, with regular activity at community agencies and in the Hampden County House of Corrections offices within the Hampden County Sherriff Dept

Shift: Days, with occasional evenings, weekends

Reports To: Executive Director, Re-entry & Recovery Programs

Summary

The Re-entry & Recovery Programs Employment Case Manager assists people in recovery by finding and preparing them for employment and training opportunities. This position performs a combination of group facilitation and detailed administrative and direct service duties. Working closely with the Re-entry & Recovery program staff and members of the Workforce Innovation Opportunity Act Team, the Case Manager will provide individual and group counseling, educational and vocational guidance services, as well as informational resources for other programs. Case Managers also are responsible for assisting customers enrolled in the Opioid National Emergency Grant (ONE). This is a grant funded position with a strong possibility of continuation depending on funding.

Note: As of March, 2020, works with the entire team and all staff to help MHH create, administer, and promote remote services during the covid19 pandemic

Position Specific Responsibilities:

  • Provides appropriate, up-to-date, job search, career management and education and training information as defined by Re-entry, WIOA, ONE Grant and other related programs
  • Assists customers in understanding eligibility and participation requirements
  • Supports customers in completing WIOA/TAA/NEG contract requirements, training opportunity program (Section 30) applications, and other appropriate paperwork
  • Follows-up with customers on a timeline dictated by customer need and Re-entry and WIOA program requirements
  • Assists with computerized job search activities, such as on-line application preparation; using job search engines; researching employer websites; and exploring training and educational opportunities
  • Refers customers to appropriate vocational and educational training opportunities
  • Coordinates and facilitates communication between customers and training vendors
  • Assists training vendors in seeking ITA and Section 30 approval for their programs
  • Assists in developing and updating jobseeker information and materials in the MHH’s Resource Center
  • Successfully creates a positive atmosphere and a safe space for open discussion for customers recovering from drug and alcohol addictions.
  • Facilitates workshops on employment readiness and training opportunities in multiple locations
  • Develops individualized Service Plans based on assessments and input from both mandated stipulations and MassHire program participant input. Follow up with progress notes on a regular basis in accordance with MassHire standards, definitions, protocols, and policies
  • Conducts timely, accurate, and complete documentation reflecting services rendered and progress toward both court-mandated and mutually identified customer goals
  • Provides customers with information regarding supplemental services within the Mass Hire system and referrals to community resources beyond the scope of the centers
  • Communicates customer/group/agency issues and/or concerns to the Executive Director or Management Team in a timely manner
  • Attends various workshops, conferences, and community events to keep abreast of developments, trends, and best practices.

  • Functions in a manner consistent with MHH’s and the Re-entry Dept.’s missions and goals
  • Other duties as assigned by the President & CEO and the Board of Directors
  • Perform other tasks as assigned by the Executive Director, or the Re-entry & Recovery Management Team.

Qualifications:

  • Demonstrated experience working with ex-offenders, people in early recovery, and/or at-risk populations
  • Knowledge of career and workforce development topics
  • Bachelor’s degree in a related field and at least two years of job-related experience or equivalent of five years of experience and training or certifications in the recovery field.
  • Bilingual English/Spanish preferred
  • Technologically proficient in social media, internet research, and programs within the Microsoft Office Suite, especially Word & Excel
  • Strong communication and organizational skills
  • Ability to work with several different data platforms, including internal and state-wide
  • Commitment to customer and program confidentiality
  • Be willing to go the extra mile for customers who may need more services
  • Ability to work independently and as a member of a team; multitask; set priorities; and adhere to deadlines in a fast-paced environment
  • Demonstrated Project coordination experience and an ability to work well with all levels of management and staff, outside customers and vendors
  • Flexibility and willingness to adapt to meet the needs of the program and its evolution.
  • Must be able to pass a Background Check administered by local Sheriff Department.
  • Ability to travel using personal vehicle (mileage is reimbursed.)
